1997 Acura 2.5 TL Fuse Issue Possibly?

:wish::wish::wish:Hi everyone, I recently was given a fuse diagram for the ones on the driver's side under the dash. Could a professional or someone who's familiar with this car give me a little insight into if I'm currently setup with the correct fuses and to what that random cut red wire is in the photo below by the fuse box? I'm not sure if the person I bought the car off of has done everything properly, also, I tried replacing 1 of the fuses which was the 40 for the wiper / washer with a 30 and It didn't work any longer? so I put the other one back in, I'm not entirely sure what I'm doing so any help would be great!!
