VIN - What the differences between 80xxxx and 00xxxx

Seems there are two sets of VINs popping up in casual conversation. I believe mine is 001654 but some others report 80 in front of their number instead of double-zero. All of these VINs are for the 2015 TLX. I know there weren't over 801654 TLXs made as of November 2014. Does this signify a Canadian made / type of TLX. I thought all TLXs were made in Marysville, Ohio?
